Included in this report are annual models for U.S. farm prices for corn and wheat, based on market factors as well as government agricultural commodity programs. The pricing relationships utilize a stocks-to-use modeling framework to capture the effects of market supply and demand factors on price determination. This formulation is augmented by factors that represent the changing role of agricultural policies, particularly government price support and stockholding programs. Model properties and model performance measures are presented. Additionally, recent price-forecasting applications of the models are discussed. The relatively simple structure of the estimated price models and their small data requirements lend themselves to use in price-forecasting applications in conjunction with market analysis of supply and demand conditions.

The report contains the Base-Month price and test determined via reports of total pounds of manufacturing-grade milk received from producers, total pounds of milkfat in the milk, and total dollars paid to producers, the estimated monthly two-State prices and fat tests, which are weighted by the total quantity of manufacturing-grade milk purchased from farmers in each State, and he Basic Formula Price.

This report examines the cattle cycle of the 1990s to determine if there are differences from previous cattle cycles and, if so, how and why differences occurred. In early 1996, the peak in the current cycle of cattle inventories coincided with a long list of negative factors: negative returns at the farm and feedlot, record-high feed grain prices, a severe drought in 1995-96, widening farm-retail price spreads; Choice beef dollar, and reports of high profits for beef packers. This confluence created an atmosphere in which some producers and members of Congress questioned whether the cattle industry was adversely affected by high packer concentration and market power.
