Corn Acreage Down 2 Percent Soybean Acreage Up 1 Percent Corn growers intend to plant 78.2 million acres of corn for all purposes in 1999, down 2 percent from both last year and 1997. If these intentions materialize, this would be the lowest planted acreage since 1995. Expected acreages are down in the upper Midwest, Southwest, Texas, and Southeast due to a shift to other crops. Intended acreage is up slightly in the central Corn Belt due in part to land coming back into production after flooding in 1998. Soybeans producers intend to plant 73.1 million acres in 1999, up 1 percent from last year. If realized, this will be the largest planted area for soybeans on record. Of the 30 soybean producing states, producers in 10 states intend to plant more acres this year, while producers in 14 states are indicating fewer acres to be planted in 1999. Six states are unchanged from last year. Sorghum plantings are expected to total a record low 8.80 million acres, down 9 percent from last year and 12 percent below the 1997 total. All wheat planted area is expected to total 63.0 million acres in 1999. This is down 4 percent from 1998 and the lowest level in 26 years. Area planted to Durum wheat is intended to increase to 4.27 million acres, up 12 percent from 1998. This will be the largest Durum area since 1982. The 1999 other spring wheat planted acreage is placed at 15.4 million acres, down 2 percent from last year. If realized, this will be the smallest area since 1988. Of the total, about 14.5 million acres are Hard Red Spring wheat. All cotton plantings for 1999 are expected to total 13.9 million acres, 4 percent above 1998 and up 46,200 acres from 1997. The Delta shows a 9 percent increase, while the Southeast region expects a 7 percent increase from last year. Producers in Texas and Oklahoma intend to plant 2 percent more acreage than in 1998. Although California growers intend to plant 50,000 more acres of American-Pima cotton this year, the U.S. acreage is down 7 percent, at 305,200 acres. This report was approved on March 31, 1999. Corn: Corn growers intend to plant 78.2 million acres of corn for all purposes in 1999, down 2 percent from both last year and 1997. If these intentions materialize, this would be the lowest planted acreage since 1995. Expected acreages are down in the upper Midwest, Southwest, Texas, and Southeast due to a shift to other crops. Intended acreage is up slightly in the central Corn Belt due in part to land coming back into production after flooding in 1998. After a relatively mild and dry winter in the major corn-producing States, early-March snows provided beneficial moisture. Mid-month warm, dry weather aided tillage and fertilizing activities in the western and central Corn Belt. Fieldwork was less active in the eastern Corn Belt as fields slowly dried from earlier precipitation, but activity picked up toward the end of the Month. Sorghum: Growers intend to plant a record low 8.80 million acres for all purposes during 1999. This is down 9 percent from last year and 12 percent below the 1997 total. Sorghum acreage decreased in seven states, lead by Texas with an 850,000 acre decrease. Eleven States indicated either an increase or no change in planted acres from the previous year. Kansas with the largest acreage, at 3.6 million acres, increased 3 percent. Oats: Acres seeded and to be seeded by U.S. farmers for the 1999 crop year is expected to total 4.73 million acres, down 200,000 acres from last years final planted acres. Growers expect to harvest 2.69 million acres for grain in 1999, down 3 percent from 1998. If intentions are realized, this would be the second lowest planted acres recorded since 1866, exceeding only the 1996 acreage of 4.64 million acres. Acres intended to be harvested for grain would also be the second lowest on record, above the 2.66 million acres harvested in 1996. Mild winter temperatures and dry soils aided planting and fertilizing efforts in the central and southern Great Plains, lower Mississippi Valley, and Southeast. In the Corn Belt, Great Lakes, upper Mississippi Valley, and northern Great Plains, very few acres have been seeded despite above-normal temperatures. Some growers prepared fields when dry conditions permitted. In California, fall seeded oats developed normally through most of the winter. Field preparations and seeding of spring seeded oats in California gained momentum as temperatures rose and soils dried. Winter Wheat: Planted area for harvest in 1999 remains at 43.4 million acres. This is down 7 percent from 1998. Class acreages are also unchanged from the Seedings report. Some minor, offsetting Soft Red area changes did occur after mid-December. Durum Wheat: Area seeded to Durum wheat is expected to reach 4.27 million acres this year, up 12 percent from 1998 and the largest total since 1982. The CRC announced for Durum has spurred planting intentions in the Dakotas despite low prices. The South Dakota acreage is the most in ten years. Low prices have dampened intentions in Montana. Seeding in the Imperial Valley of California progressed normally through February. Other Spring Wheat: Growers intend to plant 15.4 million acres this year, down 2 percent from 1998. This would be the smallest area since 1988. About 14.5 million acres of the total are Hard Red Spring wheat, also down 2 percent. Spring wheat prices are the lowest in several years. Despite current prices most states are increasing area planted from a year ago. However, the announced CRC Durum program, along with using alternative crops to break disease chains, has reduced North Dakota intended area dramatically, causing the U.S. decline. Montana wheat growers are intending an increase to make up for the big drop in winter wheat acreage. Barley: Growers intend to seed 5.27 million acres for 1999, down 17 percent from the 6.34 million acres seeded a year ago. Barley growers in North Dakota and Minnesota are decreasing seedings by 500,000 and 190,000 acres, respectively. Of the twenty seven States that estimate barley acreage, seventeen States are seeding fewer acres, six States are showing no change, and four States are increasing acres. Soybeans: Producers intend to plant 73.1 million acres in 1999, up 1 percent from last year. If realized, this will be the largest planted area for soybeans on record. Of the 30 soybean producing states, producers in 10 states intend to plant more acres this year, while producers in 14 states are indicating fewer acres to be planted in 1999. Six states are unchanged from last year. Of the major producing states, the largest increases are in Nebraska and South Dakota, up 500,000 and 450,000 acres, respectively. The two largest soybean states, Iowa at 10.9 million and Illinois at 10.8 million, are increasing area planted by 400,000 and 100,000 acres, respectively. Growers in Ohio also intend to plant more acres in 1998, while Arkansas and Indiana growers expect to plant fewer acres. Acreage in Minnesota and Missouri remains unchanged from last year. Acreage reductions are most evident in eight of the Southern region states with Louisiana, Mississippi, and Texas showing large reductions. Rice: Growers intend to plant 3.58 million acres, 7 percent above 1998 and 15 percent above 1997's planted area. Acreage increased in all major producing states. Long grain acreage, representing 78 percent of the total, is up 6 percent from last year. Medium grain acreage increased 13 percent above 1998 while area planted to short grain varieties rose 11 percent. Sunflower: Growers are expected to plant a total of 3.96 million acres in 1999, up 11 percent from last year. Acres intended for oil varieties, at 3.07 million acres, are up 5 percent from 1998, while non-oil types estimated at 882,000 acres are up 43 percent. North Dakota growers intend to plant 1.95 million acres in 1999, down 2 percent from 1998. Growers in Colorado, Kansas, Minnesota, Nebraska, South Dakota, and Texas intend to plant more acres in 1999. Flaxseed: Producers intend to plant 521,000 acres in 1999, an increase of 55 percent from 1998. Planting intentions show a significant increase in North Dakota but reductions in Minnesota and South Dakota. Sweet Potatoes: Growers intend to plant 86,700 acres of sweet potatoes this year, down slightly from last year but 1 percent more than 1997. Lower planting expectations in Alabama, California, Georgia, New Jersey, and Texas more than offset increases in Mississippi and North Carolina. Acreage in Louisiana, South Carolina, and Virginia are expected to be the same as last year. Farmers in the South are working in seed beds where slips are grown for transplanting. Field transplanting in Alabama will start with favorable conditions in early April. Growers in North Carolina have planted their beds or arranged for seed sources. Planting could be late in Louisiana and Mississippi where cold, wet weather has slowed growth. Louisiana farmers are tending slip beds in preparation for transplanting in the coming weeks. Texas growers are reducing acreage because of continued dry soils. California's transplanting should start about mid May. Wildlife damage and weak demand are blamed for lower acreage in New Jersey. Peanut: Producers intend to plant 1.51 million acres of peanuts in 1999, down slightly from 1998, but up 5 percent from the 1997 level. Of the nine peanut producing States, three intend to plant more acres of peanuts in 1999, five States are showing no change from 1998, and one State is expecting to plant fewer acres. Southeast growers (Alabama, Flordia, Georgia, and South Carolina) expect to plant 845,000 acres, up 1 percent from 1998 and 3 percent above 1997. In the Virginia-North Carolina region, producers intend to plant 203,000 acres of peanuts this year. This represents a 1 percent increase from 1998 and up 2 percent from 1997. Growers in the Southwest (New Mexico, Oklahoma, and Texas) intend to plant 460,000 acres or 2 percent below last year but 10 percent more than 1997. Dry Beans: Farmers intend to plant 2.05 million acres of dry beans in 1999, up 2 percent from last year and up 9 percent from two years ago. Growers in California, Kansas, Minnesota, New York, and Texas are planning for at least 10 percent more acres of dry beans than last year. However, planting of dry beans is two to three months away, and plans could easily change during that time. For the major producing states, North Dakota farmers indicated the 1999 acreage of dry beans will be 700,000 acres, down 7 percent from last year's record high acreage. Michigan growers are planning on planting 310,000 acres, up 3 percent from 1998. Dry bean acreage for Minnesota is estimated at a record high 235,000 acres in 1999, 24 percent above 1998. Planted acreage in Nebraska, at 200,000 acres, is expected to be 3 percent above last year. These four states have 71 percent of the total planted acres. Planted acres in Idaho and Washington are expected to be at 1998 levels. Planted acres in New Mexico, Oregon, Utah, and Wyoming are expected to be below 1998 levels. Price increases in some varieties, along with drier spring weather, are expected to increase dry bean acreage in California. Soil moisture is short but conditions are favorable for planting dry beans in Colorado. In Michigan, growers plan to shift some acreage back to Navy beans. Pinto acreage may decline in Idaho and Washington due to low prices. All Hay: Producers expect to harvest 60.1 million acres of hay in 1999, compared to 60.0 million acres in 1998. Acreage declines in 24 States were more than offset by the increases in 14 States. With recent rains in many areas, Texas, up 14 percent, may return to a more normal crop year. In ten states no change in hay acreage is expected. Cotton: Area planted to all cotton for 1999 is expected to total 13.9 million acres, 4 percent above 1998 plantings, and 46,200 acres more than 1997's planted area. Upland acreage is expected to total 13.6 million acres, up 4 percent from last year, but 9,000 acres below 2 years ago. Growers intend to decrease their plantings of American-Pima cotton to 305,200 acres, 7 percent below last year, but 22 percent above the 1997 level. Upland growers in the Delta States (Arkansas, Louisiana, Mississippi, Missouri, and Tennessee) intend to plant 3.50 million acres. This is a 9 percent increase from 1998, but 5,000 acres less than 1997's acreage. Texas and Oklahoma producers' planting intentions total 5.93 million acres, a 2 percent increase from 1998 and 4 percent higher than the 1997 acreage. In mid-March, planting progressed in the Coastal Bend, Rio Grande Valley, and Upper Coast. Land preparations continued in many areas. The Southeast States (Alabama, Georgia, North Carolina, and South Carolina) intend to plant 3.11 million acres in 1999, an increase of 7 percent and 5 percent from 1998 and 1997, respectively. Upland planted acreage in Arizona and California is expected to total 820,000 acres, 9 percent less than 1998's level and almost one-third below the 1997 acreage. Arizona producers intend to plant the same amount of acreage as last year, and had seeded 3 percent of their acreage in mid-March, compared to 5 percent last year. In California, producers intentions are to plant 570,000 acres, 80,000 acres less than one year ago. Planting began in the Desert areas in late February and should begin in the San Joaquin Valley by late March. Irrigation water supplies are expected to be normal this year. California is the only State intending to increase plantings of American-Pima cotton in 1999. Producers there intend to plant 250,000 acres, one-fourth more than 1998's total and 35 percent above the 1997 level. Arizona acreage is expected to decrease by 2,700 acres to 13,200 acres. The Texas acreage is estimated at 34,000 acres, and New Mexico producers show a reduction of 1,000 acres from last year, to 8,000 acres in 1999. Tobacco: U.S. all tobacco for harvest in 1999 is forecast at 647,850 acres, down 11 percent from 1998. If realized, this will be the lowest all tobacco acreage level since 1987. Large acreage reductions are expected in Burley and Flue-cured types. Fire-cured and cigar type tobacco acreage is also expected to decline from a year ago, while Dark Air-cured tobacco intentions are up from a year ago. Flue-cured tobacco, at 319,000 acres, is 14 percent below a year ago. Flue-cured acreage, which accounts for 49 percent of this year's total tobacco acreage, is expected to hit its lowest since 1986. Burley tobacco, at 289,800 acres, is down 8 percent from last year. All States except Ohio, Virginia, and West Virginia expect burley acreage to decrease this year. Southern Maryland type tobacco is forecast at 8,900 acres, down 9 percent from last year. Both Maryland and Pennsylvania growers are anticipating declines. Wisconsin growers expect to harvest 1,320 acres of binder types, down 37 percent from last year. Fire-cured tobacco, at 16,360 acres, is down 3 percent from 1998. Dark Air-cured tobacco acreage is up 15 percent from last year, at 5,200 acres. Acreage of Connecticut and Massachusetts Broadleaf tobacco, at 2,320 acres, is up 4 percent from last year. Connecticut and Massachusetts Shade-grown tobacco, at 1,850 acres, is up 11 percent from last year. Sugarbeets: Area planted to sugarbeets is expected to total 1.55 million acres in the 12 producing states. If grower's intentions are realized, planted acreage will be 3.3 percent above last year. Relatively lower prices for alternative crops was cited for the increase in acres. Growers in 8 states of the 12 sugarbeet producing States intend to increase planted acres. Acreage is expected to be unchanged in California and Montana and lower in Ohio and Washington. Acreage has been steadily increasing in North Dakota and Minnesota in recent years and both states will set new record highs for planted acres if their intentions are met. Idaho's acreage would be the second largest on record and Michigan's would be equal to the third largest acreage planted, if growers intentions are realized. In California, freezing temperatures in late December damaged several thousand acres, forcing growers to replant some fields. Mild temperatures have aided early planting progress in the Great Plains. Irrigation water supplies, which are fed by mountain runoff, should be more than adequate for the 1999 crop in the High Plains, Rocky Mountains, and Pacific Coast States. Reliability of Acreage Data in this Report Survey Procedures: The acreage estimates in this report are based primarily on a survey conducted the first two weeks of March. The March Agricultural Survey is a probability survey that includes over 57,000 operators selected from a list of producers that ensure all operations in the U.S. have a chance to be selected. These operators were contacted by mail, telephone, or personal interviews, to obtain information on crop acreage planned for the 1999 crop year. Three basic survey indications are calculated from the March Agricultural Survey. One is called the direct expansion of the reported survey data. The reported acreage for each farm in the sample is multiplied times its chances of being included in the survey. The largest farms are selected with certainty, so their data are multiplied by 1.0. The smallest farms are selected with rates of 1 out of approximately 100. Their data are therefore multiplied by approximately 100.0. The second is a ratio of acreage reported by operators on the March survey to acreage reported by the same operators in 1998 surveys. This provides a measure of change by crop between 1998 and 1999. The direct expansion for the March survey is divided by the direct expansion from the 1998 survey to obtain an additional measure of change. This third estimate utilizes data from all operators reporting on either survey. Estimating Procedures: National and State data for individual crops were reviewed for reasonableness and consistency with general cultural practices, economic factors, and historic estimates. Each State Statistical Office submits its analysis of the data to the Agricultural Statistics Board for review. Survey data are compiled to the National level and are reviewed at this level independently of each State's review. Acreage estimates were based on survey estimates and the historical relationship of official estimates to survey estimates. Revision Policy: Acreage estimates in the "Prospective Plantings" report will not be revised. These estimates are intended to reflect grower intentions as of the survey period. New acreage estimates will be made based on surveys conducted in June when crop acreage have been established or planting intentions are firm. These new estimates will be published in the "Acreage" release scheduled for June 30, 1999. Winter wheat is an exception. Since winter wheat acreage were seeded prior to the March survey, any changes in estimates in this report are considered revisions. The estimates of the harvested acreage of winter wheat will be published on May 12, 1999, along with the first production forecast of the crop year. The winter wheat planted and harvested acreage is subject to revisions in the "Acreage" report. Reliability: The survey used to make acreage estimates is subject to sampling and non-sampling type errors that are common to all surveys. Sampling errors for major crops generally are between 1.0 and 3.0 percent. Sampling errors represent the variability between estimates that would result if many different samples were surveyed at the same time. Sampling errors cannot be applied directly to the acreage published in this report to determine confidence intervals since the official estimates represent a composite of information from more than a single source. Non-sampling errors cannot be measured directly. They may occur due to incorrect reporting, and/or recording data, omissions or duplications, and errors in processing. To minimize non-sampling errors, rigorous quality controls are used in the data collection process and all data are carefully reviewed for consistency and reasonableness. In addition to the survey errors discussed above, data users are cautioned that the actual acreage estimates may vary from data included in this report. Growers may change their intentions after the survey because of the effects of weather, availability of production inputs, change in economic conditions prior to planting, and the implications of this report. A method of evaluating the reliability of acreage estimates in this report is the "Root Mean Square Error", a statistical measure based on past performances shown below for selected crops. This is computed by expressing the deviations between the planted acreage estimates and the final estimates as a percent of the final estimates and averaging the squared percentage deviations for the 1979-1998 20-year period; the square root of this average becomes statistically the "Root Mean Square Error". Probability statements can be made concerning expected differences in the current estimates relative to the final estimates assuming that factors affecting this year's estimate are not different than those that occurred during the past 20 years. For example, the "Root Mean Square Error" for the corn planted estimate is 2.3 percent. This means that chances are 2 out of 3 that the current acreage estimate of 78.2 million acres will not be above or below the final estimate by more than 2.3 percent or approximately 1.80 million acres. Chances are 9 out of 10 (90 percent confidence level) that the difference will not exceed 3.9 percent or approximately 3.05 million acres. Also, shown in the table is a 20-year record for selected crops of the difference between the "Prospective Plantings" planted acres estimates and the final estimates. Using corn again as an example, changes between the intentions estimates and the final estimates during the past 20 years have averaged 1.37 million acres ranging from 120,000 acres to 3.84 million acres. The prospective plantings estimates have been below the final estimate 8 times and above 12 times. This does not imply that the planted estimate this year is likely to understate or overstate the final estimate.
