Corn Acreage Up 12 Percent Soybean Acreage Virtually Unchanged Corn growers intend to plant 79.9 million acres of corn for all purposes in 1996, up 12 percent from last year and 1 percent above 1994. Soybean plantings are estimated at 62.5 million acres this year, virtually unchanged from 1995. Sorghum plantings are expected to total 10.6 million acres, up 12 percent from last year. Winter wheat seeded area totals 52.0 million acres, up slightly from from the previous estimate and 7 percent from last year. Durum wheat intended plantings are 3.62 million acres, up 5 percent from last year. Other spring wheat growers intend to plant 17.5 million acres, 3 percent more than last year. All cotton plantings for 1996 are expected to total 15.2 million acres, 10 percent below 1995, but 11 percent above 1994's acreage. Except for Florida and Virginia, all States expect to decrease Upland cotton plantings. Acreage of American-Pima cotton is 23 percent above last year's level. Corn: Farmers intend to plant 79.9 million acres of corn for all purposes in 1996, up 12 percent from last year and 1 percent more than in 1994. Expected acreage is up in all the major States. The change from a 7.5 percent acreage reduction requirement to zero accounts for most of the increase. High prices coupled with expectations of the 1995 Farm Bill having no acreage restrictions also support higher acreage. Acreage in the Southeast is expected to increase sharply as growers hope to harvest their crops early enough to market it prior to the 1996 crop marketing year and receive old crop prices. Sorghum: Growers intend to plant 10.6 million acres for all purposes this year. This is up 12 percent from 1995 to the highest acreage total since 1989. An expected 800,000 acre increase in Texas is the main cause of the net gain. Oats: Producers plan to seed or have seeded 5.30 million acres of oats for 1996, down 16 percent from the 6.34 million acres seeded for 1995. Acreage expected to be seeded in the major corn producing States dropped sharply as oats will not be needed as a cover crop on set-a-side acres. Acreage has increased in some major oat for grain States as a result of the current high prices. If realized this would be least acreage seeded to oats since records were first kept in 1866. Growers intend to harvest 3.17 million acres for grain in 1996, up 7 percent from the 2.96 million acres harvested in 1995. If realized, this would be the second least acreage harvested for grain. All Wheat: Planted area for 1996 is expected to total 73.1 million acres, up 6 percent from 1995. Winter Wheat: Seeded area for this year is 52.0 million acres, 7 percent more than 1995 and fractionally higher than the previously published level. Class breakdowns are Hard Red, 35.7 million acres; Soft Red, 11.7; White, 4.65 million. Durum Wheat: Intended area for 1996 totals 3.62 million acres, up 5 percent from last year and the most since 1989. Wheat midge infestations in northern North Dakota were severe last season. Entomologists have recommended against planting wheat in some areas, thus limiting the potential increase in Durum. Montana's acreage will be the largest in seven years, if realized. Arizona seeding continued into February; high prices drew some acreage from cotton. Currently, 15-20,000 acres of the crop are quarantined because of Karnal Bunt. Seeding in California's Imperial Valley progressed normally through February; San Joaquin Valley seeding finished by January 1. Other Spring Wheat: Producers plan to seed 17.5 million acres this spring, up 3 percent from a year ago. If realized, Hard Red Spring would total 16.6 million acres and White Spring about 880,000 acres. South Dakota intends to seed 2.2 million acres, more than offsetting the anticipated drop in Montana Hard Red area. The Idaho acreage reflects the largest spring wheat since 1953. Barley: Growers intend to seed 7.24 million acres for 1996, up 8 percent from the 6.69 million acres seeded last year. Acreage seeded in North Dakota, the major producing State, is up 17 percent from 1995. Soybeans: Soybean plantings are estimated at 62.5 million acres this year, virtually unchanged from 1995. The increase of 140,000 acres or 21 percent in North Dakota was the largest increase for soybean estimating States. Arkansas had the largest decrease with 150,000 acres. Of the 29 estimating States, growers in 12 intend to plant more acres of soybeans in 1996, 13 intend to plant less acres, and 4 are unchanged from 1995. Rice: Growers intend to seed 2.99 million acres this year, a decrease of 4 percent from last year. Long grain acreage shows a decrease of 9 percent in intended acreage, medium grain acreage is up 10 percent, and short grain acreage is up 25 percent. California was the only State to show an increase over last year. Rice fields in California were drained, burned, and prepared for planting where conditions permitted. Sunflower: Growers intend to plant 3.04 million acres of oil and non-oil sunflowers in 1996, 13 percent below 1995. The total is comprised of 2.47 million acres of oil types and 570,000 acres of non-oil types. North Dakota was the only State to show an increase in acreage from last year. The remaining major States all showed a decrease in plantings from a year ago. Flaxseed: Plantings in 1996 are expected to total 158,000 acres, 4 percent below 1995. Planted acreage in North Dakota and South Dakota both decreased. In Minnesota the planted acreage showed no change from a year ago. Sweet Potatoes: Growers intend to plant 90,000 acres of sweet potatoes this year, up 2 percent from last year and 5 percent above two years ago. Increased acreage expected in Louisiana, Alabama, Mississippi, and California will more than offset declines in Texas, Georgia, and New Jersey. The Carolinas and Virginia should have acreage at or near last year's level. Good weather in California has allowed planting to go ahead of a normal schedule. On the other hand, Texas is quite dry, resulting in delays and a reduction in acreage. Farmers in Louisiana and Mississippi are tending beds of sweet potato slips in preparation for transplanting in the coming weeks. North Carolina plantings should be about the same as last year, as growers decide whether to plant more to recover from last year's reduced crop or to respond to low prices and cut acreage. South Carolina and Virginia growers intend to plant the same acreage as last year. Peanuts: Producers intend to plant 1.46 million acres of peanuts in 1996, down 5 percent from the 1995 planted acreage of 1.54 million acres and 11 percent below the 1994 level. Southeast growers (Alabama, Florida, Georgia, and South Carolina) expect to plant 844,000 acres, down 7 percent from 1995 and 14 percent below 1994. In the Virginia-North Carolina region, producers intend to plant 226,000 acres of peanuts this year. This represents a 3 percent decrease from 1995 and 7 percent less than 1994. Growers in the Southwest (New Mexico, Oklahoma, and Texas) intend to plant 390,000 acres, 1 percent less than last year and 7 percent below the 1994 level. Dry Beans: Farmers intend to plant 1.82 million acres of dry beans in 1996, down 12 percent from last year and 10 percent below 1994. Nearly all producing States are planning for fewer acres of dry beans than last year. Minnesota farmers expect 1996 acreage of dry beans to drop 26 percent. Idaho and Montana bean acreage should drop 18 percent; Colorado growers look for a 16 percent decline. North Dakota, Michigan, and California could be down 10 percent under present plans. Nebraska and Washington growers expect a 7 percent decrease. New York looks for a 3 percent slide, while Texas bean acreage could fall nearly half. Wyoming's acres of beans should stay at last year's level, while Oregon and New Mexico are up slightly. Low prices for the 1995 crop and slow exports have caused growers to cut back on plans for dry beans this year and go to other crops. California growers cite current low prices on kidney and blackeye classes. Reduced pinto prices are to blame for lower bean acreage in Mountain and Plains States. Michigan farmers are eyeing other field crops this year as better profit makers. Some States, on the other hand, feel that the current cool, wet weather, may lead to reductions in early crops and increases in later dry beans. Planting of dry beans is two to three months away and plans could easily change during that time. All Hay: Producers expect to harvest 59.0 million acres of hay in 1996, 1 percent less than were harvested in 1995. Most of those States showing increased acreage were in the Delta region and the Plains States. The States showing increases are due to decreased production and stocks in 1995, and in some cases, higher cattle numbers. States anticipating decreases, are due to previous year's higher production and stocks, and some grain acreage being harvested for grain rather than hay, this season. Cotton: Area planted to all cotton for 1996 is expected to total 15.2 million acres, 10 percent below 1995 plantings, but 11 percent above 1994's planted area. Upland acreage is expected to total 15.0 million acres, down 10 percent from last year. Growers intend to increase their plantings of American-Pima cotton to 265,000 acres, up 23 percent from last year, and 57 percent above the 1994 level. Upland growers in the Delta States (Arkansas, Louisiana, Mississippi, Missouri, and Tennessee) intend to plant 4.36 million acres. This is an 11 percent decrease from 1995, but 6 percent above the acreage of two years ago. Texas and Oklahoma producers' planting intentions total 5.85 million acres, a 14 percent decrease from 1995. Planting began in Texas' southern areas with soil moisture supplies short in most of the State. The Southeast States (Alabama, Georgia, North Carolina, and South Carolina), show a decrease in cotton acreage for 1996 - reversing a 3 year trend of increasing acreage. Planting intentions are estimated at 3.05 million acres, 6 percent below the 1995 acreage, but 48 percent greater than 1994. Upland planted acreage in the Western States (Arizona, California, and New Mexico) is expected to total 1.49 million acres, 7 percent less than 1995's level, but 1 percent above the 1994 acreage. Arizona approved early planting dates this year, in an attempt to lessen the effects of whitefly on the crop, and producers had seeded 8 percent of their acreage in mid-March. In California, moisture supplies are above average due to substanial rainfall in January and February. Plantings were underway in the Desert areas on March 1, but won't begin in the Tobacco: Growers intend to harvest 719,820 acres of tobacco in 1996. If these intentions are realized, the area harvested will be 7 percent above 1995. All tobacco types showed an increase from 1995 except Dark fire-cured and Maryland type tobacco. The quota for flue-cured tobacco was up from last year as a result of under-marketings from the 1995 tobacco crop. Limited resources may prevent some tobacco farmers from planting all of their effective quota in 1996. The cold winter and cool-spring weather slightly delayed early planting in the Southeastern States. Flue-cured growers plan to harvest 398,300 acres, 3 percent above last year with every State showing an increase in acres from last year or staying the same. Flue-cured tobacco accounts for 55 percent of this years total tobacco acreage. Burley tobacco growers expect to harvest 280,000 acres, 14 percent above last year. Kentucky, with 70 percent of the 1996 burley area to be harvested, is 20 percent above a year ago. Acreage of Maryland type tobacco at 11,200 acres, is expected to be down 6 percent from last year. Wisconsin growers expect to harvest 3,000 acres of binder, unchanged from last year. Harvested acres of Dark fire-cured tobacco are down 2 percent from a year ago and are estimated at 16,210 acres for 1996. Growers of dark air-cured tobacco indicate a 1 percent decrease from last year to 3,960 acres for 1996. San Joaquin Valley until later in the month. All States except Arizona intend to increase American-Pima acreage. Arizona acreage is expected to decrease by 18 percent to 40,000 acres. California producers anticipate seeding 165,000 acres, 43 percent more than in 1995. In Texas, the dry conditions forced producers to prewater seedbeds, and planting should begin in April. Seeding had began in California's Desert areas. Sugarbeets: Area planted to Sugarbeets for 1996 is expected to total 14.2 million acres in the 14 producing States. If growers intentions are realized, planted acreage will be 1 percent below last year. Late winter-rains in California resulted in lower acreage planted for harvest. Improvements to sugarbeet processing plants in Colorado increased capacity and allowed planting intentions to reach the highest level since 1981. Disappoint- ment with the hardiness of the newer, high-sugar varieties prompted Michigan sugarbeet producers to lower planting intentions from last year. The sugarbeet acreage estimates for New Mexico and Washington are reported separately starting in this report. Reliability of Acreage Data in this Report Survey Procedures: The acreage estimates in this report are based primarily on a survey conducted the first two weeks of March. The March Acreage Intentions Survey is a probability survey that includes about 76,000 operators selected from a list of producers that ensure all operations in the U.S. have a chance to be selected. These operators were contacted by mail, telephone, or personal interviews, to obtain information on crop acreage planned for the 1996 crop year. Three basic survey estimates are calculated from the March Intentions Survey. One is called the direct expansion of the reported survey data. The reported acreage for each farm in the sample is multiplied times its chances of being included in the survey. The largest farms are selected with certainty, so their data are multiplied by 1.0. The smallest farms are selected with rates of 1 out of 150. Their data are therefore multiplied by 150.0. The second is a ratio of acreage reported by operators on the March survey to acreage reported by the same operators in 1995 surveys. This provides a measure of change by crop between 1995 and 1996. The direct expansion for the March survey is divided by the direct expansion from the 1995 survey to obtain an additional measure of change. This third estimate utilizes data from all operators reporting on either survey. Estimating Procedures: National and State data for individual crops were reviewed for reasonableness and consistency with general cultural practices, economic factors, and historic estimates. Each State Statistical Office submits its analysis of the data to the Agricultural Statistics Board for review. Survey data are compiled to the National level and are reviewed at this level independently of each State's review. Acreage estimates were based on survey estimates and the historical relationship of official estimates to survey estimates. Revision Policy: Acreage estimates in the "Prospective Plantings" report will not be revised. These estimates are intended to reflect grower intentions as of the survey period. New acreage estimates will be made based on surveys conducted in June when crop acreages have been established or planting intentions are firm. These new estimates will be published in the "Acreage" release scheduled for June 28, 1996. Winter wheat is an exception. Since winter wheat acreages were seeded prior to the March survey, any changes in estimates in this report are considered revisions. The estimates of the harvested acreage of winter wheat will be published on May 10, 1996, along with the first production forecast of the crop year. The winter wheat planted and harvested acreage is subject to revisions in the "Acreage" report. Reliability: The survey used to make acreage estimates is subject to sampling and non-sampling type errors that are common to all surveys. Sampling errors for major crops generally are between 1.0 and 3.0 percent. Sampling errors represent the variability between estimates that would result if many different samples were surveyed at the same time. Sampling errors cannot be applied directly to the acreage published in this report to determine confidence intervals since the official estimates represent a composite of information from more than a single source. Non-sampling errors cannot be measured directly. They may occur due to incorrect reporting, and/or recording data, omissions or duplications, and errors in processing. To minimize non-sampling errors, rigorous quality controls are used in the data collection process and all data are carefully reviewed for consistency and reasonableness. In addition to the survey errors discussed above, data users are cautioned that the actual acreage estimates may vary from data included in this report. Growers may change their intentions after the survey because of the effects of weather, availability of production inputs, change in economic conditions prior to planting, and the implications of this report. A method of evaluating the reliability of acreage estimates in this report is the "Root Mean Square Error," a statistical measure based on past performances shown below for selected crops. This is computed by expressing the deviations between the planted acreage estimates and the final estimates as a percent of the final estimates and averaging the squared percentage deviations for the 1976-1995 20-year period; the square root of this average becomes statistically the "Root Mean Square Error." Probability statements can be made concerning expected differences in the current estimates relative to the final estimates assuming that factors affecting this year's estimate are not different than those that occurred during the past 20 years. For example, the "Root Mean Square Error" for the corn planted estimate is 2.3 percent. This means that chances are 2 out of 3 that the current acreage estimate of 79.9 million acres will not be above or below the final estimate by more than 2.3 percent or approximately 1.84 million acres. Chances are 9 out of 10 (90 percent confidence level) that the difference will not exceed 4.0 percent or approximately 3.20 million acres. Also, shown in the table is a 10-year record for selected crops of the difference between the "Prospective Plantings" planted acres estimates and the final estimates. Using corn again as an example, changes between the intentions estimates and the final estimates during the past 10 years have averaged 1.36 million acres ranging from 167,000 acres to 4.08 million acres. The prospective plantings estimates have been below the final estimate 3 times and above, times. This does not imply that the planted estimate this year is likely to understate or overstate the final estimate.
