The largest contributors to the increase were tractors and self-propelled farm machinery up 24.3 percent; fuels, up 19.4 percent; fertilizer, up 14.0 percent; feed, up 9.1% and labor up, 5.5 percent. Farm services and interest were the only expenditure categories to show a decrease being down 2.2 and 4.3 percent, respectively. The rent expenditure was unchanged from the previous year. The largest two expenditure categories were feed, which accounted for 14.2 percent of the U.S. total production expenses and farm services which accounted for 12.5 percent of the U.S. total production expenses. The farm services category includes expense items such as custom work, utilities, marketing charges, veterinary services, transportation costs, and miscellaneous business expenses. The average expenditures per U.S. farm in 2004 were $99,983 compared to $94,542 as revised for 2003. On the average, U.S. farm operations in 2004 spent $14,236 on feed; $12,480 on farm services; $10,914 on labor; $9,016 on livestock and poultry purchases; and $7,782 on rent. Revised estimates for 2003 indicated U.S. farms spent an average of $12,967 on feed; $12,684 on farm services; $10,279 on labor; $8,723 on livestock and poultry purchases; and $7,733 on rent. Farm Production Regions (as defined on page 67) were changed from 10 to 5 regions this calendar year. This change improves the overall quality of regional estimates and allows NASS to publish state level expenditure estimates without disclosing data for unpublished states. These new regions were formed by combining 2 of the previous Farm Production Regions. The new 5 Farm Production Regions are as follows: Atlantic; South; Midwest; Plains, and West. A map of the new regions can be found on page 68. Five years of estimates for the new Farm Production Regions were included within this publication to provide historical reference (for more detailed information on the new Farm Production Regions see the Program History on page 70). Expenditures by Farm Production Region in 2004 reveal that total expenditures were up in each region except the West. Expenditures also reveal that taxes, labor, fuels, and tractors and self-propelled farm machinery expenditure categories showed increases in each region, while the other expenditure categories show more variation across regions. The Farm Production Region contributing most to the total 2004 U.S. farm production expenditures was the Midwest, with expenses of $59.9 billion, 28.4 percent of the U.S. total. Expenditures in the Midwest were up 6.8 percent from the 2003 level of $56.1 billion. In total expenditures, the Midwest was followed by the West, at $47.7 billion (2003 - $48.4 billion); Plains, at $47.5 billion (2003 - $43.5 billion); Atlantic, at $32.1 billion (2003 - $29.6 billion); and South, at $23.6 billion (2003 - $23.0 billion). Farm Production Expenditures up 5.1 Percent in 2004 (cont.) State level expenditure estimates are being published for the first time in the 15 Leading Cash Receipts States for agricultural sales. The publication of these estimates coincide with the dramatic increase in sample for the Agricultural Resource Management Survey (ARMS) for each of these states starting in 2003. ARMS is the source of indications used to set farm production expenditure estimates. The 15 Leading Cash Receipts States are Arkansas, California, Florida, Georgia, Illinois, Indiana, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Carolina, Texas, Washington, and Wisconsin. A map of the estimation states can be found on page 68. Also, detailed information about the 15 Leading Cash Receipts States can be found in the Program History on page 70. These states were chosen not only because of their importance to cash receipts, but also because of their significance to total farm production expenditures. Collectively, total expenditures for these states totaled $132.0 billion and $125.8 billion in 2004 and 2003, respectively. This is 62.7 percent and 62.8 percent of the total U.S. farm production expenditures, respectively. The state contributing most to the total 2004 U.S. farm production expenditures was California, with expenses of $22.5 billion, 10.7 percent of the U.S. total. Expenditures in California were down 1.2 percent from the 2003 level of $22.7 billion. In total expenditures, California was followed by Texas, at $14.6 billion (2003 - $13.9 billion); Iowa, at $13.0 billion (2003 - $12.1 billion); Minnesota, at $10.1 billion (2003 - $9.3 billion); and Nebraska, at $9.9 billion (2003 - $9.2 billion). A closer look at the state level estimates reveal that California, was the only State to show a decrease in total expenditures from 2003 to 2004. Expenditures also reveal that fertilizer, fuels, tractors and self-propelled machinery expenditure categories were up in each state, while the other expenditure categories showed more variation across states. The U.S. Economic Class (as defined on page 69) contributing most to the 2004 U.S. farm production expenditures was the $1,000,000 and Over class, with expenses of $73.2 billion, 34.7 percent of the U.S. total. Expenditures in the $1,000,000 and Over class were up 11.1 percent from the 2003 level of $65.9 billion. In total expenditures, the $1,000,000 and Over class was followed by the $250,000 - $499,999 class, at $31.3 billion (2003 - $30.1 billion); and $500,000 - $999,999 class, at $29.7 billion (2003 - $29.4 billion). Expenditure estimates by Type of Farm reveal that Crop Farms, with expenses of $105.8 billion, contributed 50.2 percent of the 2004 U.S. farm production expenditures. Expenditures for Crop Farms were up 2.8 percent from the revised 2003 level of $103.0 billion. Livestock Farm expenses of $104.9 billion were up 7.5 percent from the revised 2003 level of $97.6 billion. Program History, Procedures, and Reliability Program History: The National Agricultural Statistics Service (NASS) initiated an estimation program in calendar year 1993 for farm production expenditures. Farm Production Expenditure publications for prior years included only survey indications for expenditures at the U.S. level and other geographic, size, and type of farm levels. Currently estimates are published based on survey indications and other check data for major groupings of farm production expenses for the U.S., 5 Farm Production Regions, 7 U.S. Economic Sales Classes, U.S. Crop and Livestock Farms, and the 15 Leading Cash Receipts States. Previous year's data are subject to revision as additional survey indications and check data become available. One of the primary uses of farm production expenditure data is for weighting in the construction of Prices Paid Indexes. In early 1995, NASS completed a revision of the indexes which included changes in the structure of components estimated and subsequently, the relative weights used in the construction of the indexes. Changes were made in an effort to simplify updating component items and also to establish more appropriate weights for the series. In a combined effort to facilitate this process, changes were made in component items estimated in this publication. The changes include: grazing fees were moved from the Farm Services category to Rent; oils and lubricants were moved from Fuels to Farm Supplies and Repairs; repairs and maintenance expenditures were moved from Other Farm Machinery to Farm Supplies and Repairs; and the category Building and Fencing along with Farm and Land Improvements were combined into one category called Farm Improvements and Construction. Estimates for these levels were revised back to 1990 at the U.S. level to provide a more useful series for data users. In 1996, the Agricultural Resource Management Study (ARMS) was developed by combining the previous Farm Costs and Returns Survey (FCRS) and the Cropping Practice Survey (CPS). The initiative to combine these surveys came from a growing interest in tying the resources used in agricultural production and the farm financial information to the relationships between various production practices and farm financial conditions; and the need to improve the efficiency of data collection by combining identical information collected in both the FCRS and the CPS into one survey. Because of the variety of issues needing to be addressed with ARMS, it was designed with a flexible structure that allowed different questionnaire versions to focus more specifically on topics of interest. The ARMS is conducted in three phases. Survey phases one and two screen for farms with specific commodities of interest and collect agricultural production, resource use, and cost of production information. The third phase of the survey collects farm production expenditure data similar to the earlier FCRS. In 2002, the U.S. Economic Classes were updated to be consistent with other NASS economic publications and to provide a more in-depth look at expenditures estimates by gross value of sales. The 2001 expenditure estimates have been updated using the new Economic Classes to provide an historical reference. The new 7 U.S. Economic Classes are as follows: Gross Value of Sales, $1,000,000 and Over; Gross Value of Sales, $500,000 - $999,999; Gross Value of Sales, $250,000 - $499,999; Gross Value of Sales, $100,000 - $249,999; Gross Value of Sales, $50,000 - $99,999; Gross Value of Sales, $10,000 - $49,999; Gross Value of Sales, Less Than $10,000. The 5 U.S. Economic Classes used in previous reports were as follows: Gross Value of Sales, $250,000 and Over; Gross Value of Sales, $100,000 - $249,999; Gross Value of Sales, $40,000 - $99,999; Gross Value of Sales, $10,000 - $39,999; Gross Value of Sales, Less Than $10,000. In 2003, the farm improvement and construction expenditure items changed to include expenses for the operator's dwelling (if the dwelling is owned by the operation). The operator's dwelling is considered to be a part of the operation if any of the following statements are true: it is recorded as an asset in farm record books; can be used as security or collateral for a farm loan; and can be deeded as part of the farm. In 2003, fuels expense sub-components were published for the first time for the different domains that are estimated. Significant variations in energy prices over the last 4 years have made energy usage an important issue for all consumers. In 2003, the method used for adjusting survey data for under coverage was updated to include multiple calibration targets, in addition to the single calibration target method that was used exclusively in past years. In past years, the survey data were adjusted based exclusively on the under coverage of the total number of farms. These particular indications are called the Direct Expansion (DE). Survey data for calendar years 2003 and 2004 were adjusted based on the under coverage for many calibration targets. These particular indications are called the Direct Expansion Calibrated (DEC). Subsequently, estimates for calendar years 2003 and 2004 were based on both the DE and DEC indications. The calibration targets used to generate the DEC indications are as follows: 1) Harvested acreage for corn, wheat for grain (all types), soybeans, cotton, and potatoes. 2) Harvested acreage for principal vegetables for fresh market and processing. 3) Bearing acreage for citrus fruits. 4) Bearing acreage for noncitrus fruits and nuts. 5) Broiler & turkey inventories and the number of eggs produced in dozens. 6) Cattle and hog & pigs inventories. 7) Milk production. 8) Total number of farms. In 2004, the Farm Production Regions were changed from 10 to 5 regions. This change was made to improve the overall quality of regional estimates and allow NASS to publish State level expenditure estimates without disclosing data for unpublished states. These new regions were formed by combining 2 of the previous farm production regions. The new 5 Farm Production Regions are as follows: Atlantic; South; Midwest; Plains; and the West (see the footnotes and map on pages 67 and 68, respectively, for additional information about the regions). The Farm Production Regions used in previous reports are as follows: Northeast; Lake States; Corn Belt; Northern Plains; Appalachian; Southeast; Delta; Southern Plains; Mountain. The Atlantic Region was formed by combining the old Northeast and Appalachian Regions. The South Region was formed by combining the old South and Delta Regions. The Midwest Region was formed by combining the old Lake States and Corn Belt Regions. The Plains Region was formed by combining the old Southern and Northern Plains Regions. The West Region was formed by combining the old Mountain and Pacific Regions. Also, regional estimates for the calendar years 2000 - 2002 were updated to provide an historical reference. In 2004, Expenditure estimates were published for the 15 Leading Cash Receipts States for agricultural sales (based on the 2002 cash receipt totals from the United States Department of Agriculture) to provide data users with a more in-depth look at expenditure data. The publication of this additional data coincides with a significant increase in the survey sample size in each of these States during the 2003 calendar year. The 15 Leading Cash Receipts States are as follows: AR, CA, FL, GA, IL, IN, IA, KS, MN, MO, NE, NC, TX, WA, WI (See the footnotes and map on pages 67 and 68, respectively, for additional information about these states). These states were chosen not only because of their importance to cash receipts, but also because of their significance to total farm production expenditures. Survey Procedures: The farm production expenditure data contained in this publication are the result of a sample survey of approximately 34,200 farms and ranches contacted January through April of 2005 in all States except Alaska and Hawaii. The Agricultural Resource Management Survey covers the population of farms in the 48 contiguous States defined as "all establishments which sold or would normally have sold at least $1,000 of agricultural products during the previous year." These establishments include not only traditional agricultural operations such as grain farms and ranching operations, but also specialty farms such as orchards, nurseries, and those producing fish in captivity. The Agricultural Resource Management Survey is a multiple frame survey which utilizes a list frame and a complementary area frame. The list frame typically represents the larger, more specialized operations contributing the greater portion of the data expansions. The area frame provides coverage for the smaller operations that are not available for sampling from the list. Since all of the operators on the list frame are also part of the area frame, rigorous procedures are followed to be certain that an operation is only included in the data expansions once. These multiple frame expansions are unbiased and provide more precise expansions than could be obtained by using the area frame alone. Special training occurs prior to the Agricultural Resource Management Survey period to ensure consistent and proper execution of survey procedures in farm determination, data collection, and editing of detailed expense and income data. Field and office staff edit data using hand and machine edit procedures. Questionnaires are reviewed for consistency, data relationships, and completeness. Past analysis has shown approximately half of the edits simply correct for data misplacement errors. In cases where respondents are unable or unwilling to report data for any item on the questionnaire, the field enumerators or survey statisticians can impute a value. For income, related debt/asset data, and a few expense items statisticians are allowed to enter a (-1) to indicate a missing value and an algorithm within the edit will impute the missing value based on similar size and type of operations. The computer generated imputation has not been implemented for all expenditure data because NASS analysis has shown there are significantly fewer missing data cells on expenses than on income. Missing values for expense items, where no data are reported, are edited to a positive value based on other reported values from similar operations by the survey statistician. Data Comparability: This publication includes estimates for 2003 and 2004 farm production expenditures for the U.S., 5 Farm Production Expenditure Regions, 7 Economic Sales Classes, Crop and Livestock Farms, and the 15 Leading Cash Receipts States. Total expenditures and expenses for major input items at the U.S. level are provided back through 1999 to provide data users a comparable data series. Expenditures for the 7 Economic Sales Classes are available for 2001 - 2004 survey years. Expenditures for the 15 Leading Cash Receipts States are available for 2003 - 2004 survey years. Fuels expenditure sub-components were published for the first time in 2003. Some of the expenditure estimates published in this report will differ from production expense estimates published in the Economic Research Service's "Farm Business Economics Report." The Economic Research Service (ERS), the agency responsible for estimates of farm income, treats agriculture as a sector in the U.S. economy while the National Agricultural Statistics Service is interested in annual production expenditures as a cash outlay to farming operations. In most cases, items that would be considered cash farm operating expenditures are estimated the same by both agencies (NASS and ERS) with the estimates established by a joint national board. This would include production inputs such as feed, seed, fertilizer, chemicals, and labor. There is a major difference in accounting between NASS and ERS for reporting capital expenditures. NASS considers capital expenditures such as purchases of vehicles and construction of buildings as a cash outlay for the farming operation while ERS recognizes the contribution of the expenditure as a depreciable asset to the farm sector. NASS interest expense includes the reported farm share of the household and excludes landlord interest expenditures. ERS excludes the nonfarm share of interest expense but includes landlord interest expense. An additional difference in methodology exists for livestock & poultry expenditures. ERS does not include farm to farm sales of livestock as this would not be a cost to the sector account -- only an expense to the farm making the purchase and income to the farm making the sale. Data Reliability: Two types of errors, sampling and nonsampling, are possible in an estimate based on a sample survey. Both types affect the "precision" of the estimates. Sampling error occurs because a complete census is not taken. The sampling error measures the variation in estimates from the average of all possible samples. An estimate of 100 with a sampling error of 1 would mean that chances are 19 out of 20 that the estimates from all possible samples averaged together would be between 98 and 102, which is the survey estimate plus or minus two times the sampling error. The sampling error expressed as a percent of the estimate is called the relative sampling error. For 2004 total expenditures, the relative sampling errors for the Direct Expansion (DE) indications were as follows for the different domains estimated: at the U.S. level 1.9 percent; from 3.2 to 4.9 percent at the Regional level; from 3.6 to 6.9 percent at the U.S. Economic Sales Class level; 2.8 percent for Crop Farms; 3.1 percent for Livestock Farms; and from 5.1 to 15.4 percent for the 15 Leading Cash Receipt States. For 2003 total expenditures, the relative sampling errors for the DE indications were as follows for the different domains estimated: at the U.S. level 2.0 percent; from 1.7 to 5.7 percent at the Regional level; from 2.9 to 5.8 percent at the U.S. Economic Sales Class level; 2.6 percent for Crop Farms; 3.3 percent for Livestock Farms; and from 3.4 to 18.0 percent for the 15 Leading Cash Receipt States. The relative sampling errors for major expense items at the U.S. level typically range from 3.3 to 10.5 percent. For 2004 total expenditures, the relative sampling errors for the Direct Expansion Calibrated (DEC) indications were as follows for the different domains estimated: at the U.S. level 2.3 percent; from 2.4 to 8.6 percent at the Regional level; from 2.9 to 11.9 percent at the U.S. Economic Sales Class level; 3.5 percent for Crop Farms; 4.7 percent for Livestock Farms; and from 3.1 to 9.6 percent for the 15 Leading Cash Receipt States. For 2003 total expenditures, the relative sampling errors for the DEC indications were as follows for the different domains estimated: at the U.S. level 2.4 percent; from 2.1 to 7.8 percent at the Regional level; from 2.9 to 6.8 percent at the U.S. Economic Sales Class level; 3.7 percent for Crop Farms; 3.5 percent for Livestock Farms; and from 2.1 to 21.8 percent for the 15 Leading Cash Receipt States. Data from sample surveys are also influenced by non-sampling errors which are not always measurable or known. Non-sampling errors may be introduced by enumerators, respondents, questionnaire design, or field and office procedures. Efforts are made to minimize these errors and maintain survey accuracy through proper training of all individuals involved with the survey, detailed review and verification of data, and analysis of data for comparability and consistency.
